Exercising can make a difference, while we can not pick and choose where we want to lose fat on out body, we can build lean muscle on our legs. The more lean mass we have, the faster we burn fat. The more fat we burn, the less fat we will have on our body to include our legs. I also suggest performing squats. Squats are with out a doubt one the best exercises for our legs. We all know we can’t just spot reduce in areas on our legs, however by building up our leg muscles, they will appear much more lean and tone. Don’t worry ladies, you will not have freakish legs by performing these exercises. I often get that alot too from the ladies. I understand your concerns, you don’t want to look like she-man and all. No worries though, I promise you won’t.
Next up for the legs? Walking lunges..Very simple exercise to perform. Start out light with perhaps 10 to 15lb dumbbells in each hand. Next, take a step with the right leg keeping your left in place and lower your body to the ground. Once your knee is parallel to the ground push up and off with right leg and step now with the left leg out on front..You get the idea..Perform 3-4 sets 12-15 reps per leg. I count to 15 and perform lunges in one direction, by that time I normally hit a wall or some other piece of equipment in the gym and get a funny look by the person I get close too, before I turn around and do the next 15 to complete my first set.
Those 2 exercises should be the base of any plan of attack to lose leg fat. Next, I may add in a 3rd exercise. For myself, I like stiff-leg deadlifts. Very simple to perform. Just grab a barbell load some weight on it and grab one of those stepping boards. Those boards are normally found in the area they hold exercise classes. Ok, so once you put some weight you are comfortable with on the barbell, the next thing you want to do is to get up on the stepping board with front of your sneaker lined up with the edge of the board. Next, bend down and pick up the barbell with both hands, (hands should be spread out about should length) and stand straight up. Now, bend over keeping your back straight and the barbell close to your legs and feel the stretch on those hamstrings. While coming back up use the hamstrings to stand straight up. If you keep them tight you’ll feel those muscles burn! That’s when you know you are doing it correctly! I tend to perform this exercise at a fast rate feeling a good burn and loving every minute of it!

I totally agree with what you say about doing squats, it will very quickly get your legs looking much leaner and shift any unwanted fat from that area. Clearly spot-reduction is a myth, but the extra testosterone produced by doing squats, in addition to the additional calorie needs required by larger, more toned muscles will soon turn flabby legs into lean legs.
I train squats twice a week, and I don’t have massive legs, it really takes a lot to get your legs to grow, something I don’t think most women appreciate!
